Its the Rank glitch, I am facing the same issue... It will be fixed in a 'few' weeks.

XP standstill
My XP is the exact same as it was two days ago even though I have killed hundreds of units and captured dozens of provinces!

I haven't seen any exp gains since before Christmas, and I've played 4 or 5 games in the past few months.
