I vote to not share VP per coalition but to count the individual victory points at the end of the round, and give 10% for lone wolf and -10% for 2 players coalition and -20% for 3 players coalition

Question: Is the Share Map/ROW permanent, or if a player you have one with quits, gets eliminated or you just decide you do not want it anymore, does that mean you can then offer a SM/ROW to another player to fill the vacated 2nd spot?
If it is permanent, then the 3 player coalition would seem to be a much simpler enforcement system, and is transparent.
Question 2: Do SM/ROW need to be declared in the paper, & will you need to spot check (similar to gold use) that no one is in violation of the 2 limit?
Observation, it sounds like we are just changing out costume from Coalition to SM/ROW, with the later being less transparent. It also sounds like we are doing nothing about end game NAPS, which were routinely complained about and some of the biggest complainers were the ones who tended to set them up.

probably end up chasing your own tail with these "fixes".
I'd suggest to keep it simpler. If NAPs are a problem (long term or short term) then just ditch them altogether.
Retain the Coalition function and bar any other relationship such as ROW or SM.
This makes the rules mostly verifiable. Players will probably agree NAPs via Skype or Discord or direct message but it should be frowned upon.
You could also set the air combat patrol exploit as an illegal game tactic. This can be easily proven with screenshots. A report is made in the Herald and screen shots sent to the admin/mod.

Well, strictly speaking, the rules have NO provisions at all about NAP's. It is also virtually impossible to enforce anything about them. If two people make a (secret, if forbidding rules are in place) agreement to not attack eachother and then don't for the remainder of the game, what's to disinguish from two people without any deals that each, individually, and without conferring, just decide not to make a war between them? I think trying to enforce anything about player agreements is a dead-end street.
Peter, yes, the SM/RoW's would be fluid, ie players could decide to change partners any minue (as far as game rules go, that is)/
Clanpred, there are way too many variants of the air exploit to try to enforce anything about them at all. Some of them are perfectly legal (for example, after 5 minutes, slightly changing your patrol circle to spot a nearby city or something or get an enemy ground unit in the circle). There would be endless debates about wether a certain move was an abuse of the exploit or a legitimate game move. I'm afraid wether we like it or not, we have to live with this ill-designed game mechanic, and try to pressure Bytro to do something about it... in fact, that is my only hope for staying with this game at all.

I think part of the importance of NAPS in the league was that you always wanted to preserve your reputation and be deemed trustworthy of a NAP in a future game. I found people very respectful of keeping to NAPs.
I think the air exploit that really messes up people is that when you move to avoid attacking another patrol but are there for their attack.
This can be easily identified by a couple of screenshts showing circles mving in relation to the ticker and losses incurred.

Regarding NAPS, perhaps the easiest fix is to make all NAPS regardless of length breakable with 24 hours notice in the WH. Then any NAP whether full game or # of days can be broken with honor with notice. Essentially inserting such a rule nullifies all end of game NAPS if a party in the NAP wants to end it, honorably.

I think that announcing termination of a NAP in WH would be the same as announcing where you will be attacking and where you will be vulnerable
If nap are to be banned just do it , there's no middle

Rules for the new season have just been published; see the pinned thread.
I adopted Peter's suggestion to keep using the coalition system to keep track of SM/CoW rules; but coalitions aren't permanent anymore, and scoring isn't shared between players either.

I think the changes you've suggested are an excellent starting point. What I mean by that is nothing says that we can not continue to evolve the PL as needed, and indeed there may be more changes in the months ahead.
On another note, I personally want to say THANK YOU for the effort you put into the PL. Your dedication is appreciated, and personally I wish to thank you for both your friendship and mentoring you have provided to me as a new player.
