PL October game questions

This is my first PL game and I have some questions if anyone can answer them.

First, in today's WH edition (Day 5) there was a post by a player regarding an "Outside Administrator". The player who posted that article does not most likely speak English as a first language, either that or used a translator or possibly the WH translated the article for him/her (I'm not sure if the WH translates articles into the language you speak, does it?). Either way, I was not clear as to what the poster was trying to say. What is this about an "Outside Administrator" and if that means one or more of our players might have the ability to gain "insider information" that would create an unfair advantage? I doubt that is the case, but wanted to bring it up here to learn more about the PL and this game.

Second, in yesterday's WH edition (Day 4) there were a few posts about "Gold Checks". Can someone explain the process by which someone is determined to have used gold during a game round? Also, one player made the comment about it being a "hassle" to do these checks, and had an issue with a player making that post anonymously. Why is it a hassle, and why the issue over it being anonymous and/or not identifying the player in question?

Trying to educate myself on these issues, so thank you for the time you take to answer my questions. Any flames will be ignored, I'm not out for arguments just want to learn about this game.
