Please also note that the Points awarded begining Jan 1 2019, have changed from the 2018 rules

I do solemnly swear to abide by the rules which I have read. The spoiler has a contradiction, rule 3 coalitions disabled nullifies rule 10 b.

you are correct that rule 3 prevents 10 b and that rule 3 will be used

Its not a contradiction. A contradiction is a valid statement, which can not be valid because of another valid statement. This results in a situations that states both A and B to be valid. While both A and B exclude each other from being valid.
A go to example of a contradiction is "a married bachelor". Hence if it is true that you are married, it can not be true that you are a bachelor. If it is true that you are a bachelor, it can not also be true that you are married. A contradiction in terms arises.
Rule 3 and 10B do not have this trait. Rule 3 not comming into play just means rule 10B is non aplicable. It becomes an empty statement. Without meaning. Both rule 3 and rule 10B are decorations. They point at nothing in this world so their status as rules becomes questionable.
