In PL I don't think they are that OP. They take a lot of resource/time investment and planning to use effectively. Sometimes they end up being a pretty much wasted investment that could have been better invested elsewhere. They are very helpful for breaking bunkers but so is artillery. They are a quick fix for big stacks but TACs can do about the same damage when you consider their multiple rounds of attack. I don't see the rockets as introducing an imbalance in PL, they just ad to the strategy decisions a coalition must make. I am not very experienced with rockets though, so I would like to hear specifics of why they are OP in PL.
Rockets?
So... I know that rockets used to be banned in PL. Why was that changed? I'm just curious because a cheap, long-distance hand of god attack is out of place in a strategy game that emphasizes unit diversity, positioning, and economics. Yes, I know there are ways to mitigate damage, but they're still OP in some situations, and in this case destroyed my ability to defend myself. So, I'm just looking for the logic.

The rockets can be OP in the right hands, as are many other units! beside now its harder to build them with the lvl 2 airfield, so a lot of planning need to be done to have rockets in your arsenal, and it does give a big diversity for the players to choose from, depending on each player strategy and style of play.
beside there are many offensive ways to defend from rockets, as they can be directly killed with any attack, so that should encourage players to play offensively.
