My opinion, for what it's worth, is that a coalition should be considere as at least 2 people.
When is a coalition a coalition
A player forms a coalition but no one joins, is it a coalition? This is happening and we as a body should come to an understanding.
Our PL rules state:
1) It is not allowed to leave a coalition, or kick people from a coalition. If this happens by accident, the original situation must be restored within 24 hours. Failing to do so will result in recieving ZERO points for the round of the leaving or kicking player; or, if the guilty party cannot be determined by the moderator, to BOTH players.
Random house dictionary defines a coalition as:
1. Union into one body or mass: fusion. 2. an alliance, esp. a temporary one between persons, factions, etc.
The situation:
A player (A), early in the game creates a coalition. However, no one comes forth to apply and he/she is a body of one. Later in the game another coalition forms with multiple people and Player A decides he would like to join. The question is, is a coalition of 1 really a coalition under the rules. The definition of a coalition indicates you need two or more people or groups to form a coalition. In addition our rules use the term "BOTH players" when discussing penalties.
For game mechanic purposes a coalition is formed when a player hits the button "Form a Coalition" fills in the blanks and confirms his actions. programming wise a coalition can be one person.
Personally I can abide with either interpretation of the rule. "Definition, Needs to be two people"; "Programming, one person can be". The February game has several of these 1 person coalitions, so I can foresee this as being a recurring situation in months ahead. So, Let's figure it out now, so if the moderator is asked he will have an idea of how the community feels before rendering a final decision.

It is also in the rules that a defeated member of a winning coalition remains a member and gets part of the points at the end. Thus, they are credited for being sacrificed if it causes his or her coalition to win the match. However, is it fair to share points with a lost team mate if that person gets banned for bad behavior or -- worse -- gets their account banned for some reason? It would not be fair to punish a whole team for one player's errant choices.
Also, what if the person isn't banned, but just abandons ... either the match or the account. If they abandon early in the match, their team suffers for not being able to replace that player if the coalition count has already reached it's 5 member status.
And, in addendum to my first question, what if a player deliberately sacrifices him or her self for his or her team. Doesn't that violate Bytro's "no nation-pushing" rule of conduct?
"Programming, one person can be" would be my choice.
1) Keep it easy to interpret the rules. Very clear to everyone if a coalition was formed or not.
2) This encourages conversation / diplomacy in the first few days as folks figure out if there is a critical mass that should form a coalition. A rush to create a coalition prior to diplomacy with neighbors should carry a penalty.
It did, no one joined either of the first two formed, and they could not join a later coalition that formed with multiple members.
