Here is my tier list for all of the units in the axis doctrine. Here is some clarity on the letter grades. (the pictures are of allies doc please disregard)
S. very strong unit, recommended to build heavily in all/ virtually all games.
A. Good unit, should usually be part of your build order. But there could be other viable options.
B. Tier is for optional/niche units. you aren't going to lose because you built these but there are (usually) better ideas.
C. I don't recommend these units. they could be hard on your economy or have any other problems.
D. these units are utterly worthless. There will never be a game where you need to make or even research this.
Feel free to criticize/ask for my reasons.

what i'd change:
-RRGs in S tier. The Axis range buff is great for them.
-Interceptors and Rocket Fighters in S tier. The Axis damage buffs makes them preform much better against any other doctrine.
-Battleships in A for the same reason as above.
-Mech. Inf. in A tier, it's very versatile, especially when playing with Axis as you don't have enough resources to build pure defence of pure offense units constantly.
-light tanks in A and med tanks in B. Med tanks cost considerably more, and Light tanks essentially accomplish the same function at a cheaper cost and better speed.
-Heavy tanks to F. Too costly.
(This is all based on personal experience and my gameplay style, so it could vary from person to person.)

Yea it's just personal preference for most units so I would only strongly disagree on light tanks and battleships.
LTs and MTs perform the same job and one of them is buffed and the other is nerfed, so MTs definitely are a better pick. I still make a couple LTs day 1 when I am waiting for the MT research to finish.
Fleet in general is usually not the best idea but this is especially true for Axis. There just isn't a need for battleships, you already have subs that are amazing and that is enough most of the time. And when you look at the resources that battleships use, it gets even worse. Axis is always going to be low on steel and oil so you must use those resources only when necessary.
