either one of his troops were stuck in one of your provinces and he tried moving them or he has been attacking you. either way before a player does an action that may cause a war the game will notify them before they can make the action so it was most likely deliberate. hope this helps.
A Glitch?
During a difficult war, I decided I was tired of fighting. The coalition I was fighting against was within 70 points of winning and at this point I was ready for the round to end. I offered peace and it was quickly accepted. The coalition leader and I talked awhile. I thought they can focus now and end this round. I left the game to plot next round. I come back a few hours later and we were back at war. I was told one of my forces had attacked. We secured the peace again. I moved my forces off the front line and rechecked their autofire. I left the game to come back a few hours later. We were at war again. His forces had attacked. I talked with him and he told me he had left the game and had not attacked. We secured the peace. How can this happen? This must be a glitch. Our forces now have a mind of their own and don't follow orders?
