Yesterday I attacked a single tactical bomber that was patrolling over open ocean with 17 interceptors and 17 tactical bombers, and only reduced its health to 40%! I would expect 17 bombers alone to kill it even with the weak attack vs air but with 17 interceptors? total 34 planes couldn't kill one bomber? I just attacked same enemy's 7 transports embarking with my 4 tactical bombers and 4 interceptors and my 8 air units suffers 11% damage and his 7 transports suffer only 5% is it me or is something wrong here? my air seemed effective until the last day or so 
There is something called State based damage efficiency. The way it works is that there is a limit to the number of units that you can stack efficiently. Beyond that, the extra units will not do a great deal of damage. For interceptors, I think the max number if 5, so your stack of 17 units would not have done much more damage than a stack of 5 interceptors.
Better to break that stack up into three 4 unit stacks and one 5 unit stacks.
There is also the X factor at play in every combat calculation. Each attack will be a random percent effective.
What level were your planes? Were all the planes in the same stack?
Additional question: Was the enemy plane over it's core territory? The new home defense bonus could be a factor.

The province you are flying over has to be a core province currently controlled by you.
Ok. At least the Home Defense indicator at the upper right is consistent with this.
