Being limited to Naval Bombers and Interceptors on Aircraft Carriers is restricting to the game and does not correctly represent real-life. For example the Doolittle Raid is a great example of Tactical Bombers on early aircraft carriers, and nowadays large planes and bombers always land on aircraft carriers. This addition will be very beneficial as ground attacks from carriers are more feasible, and players are not limited to only effectively attacking ships, and incoming interceptors. My suggestion is that higher level aircraft carriers (after level 3 or 4), are able to hold tactical bombers.

As Restrisiko points out, simply research your tactical bombers to level 4 and they will have a tailhook added for carrier operations. Early versions are not suitable for the short runway landings and takeoffs.

Doolittle had to lighten up his bombers JUST to take off
They probably aren't carrying full load bombs in the sea and it probably isn't needed.
I would say no to the bombers, Dolittle had to take all guns and anything else not needed to save weight JUST to take off the flight deck, also they were smaller than later bombers and they each only took 4 --500lb bombs.
Also, what most people did not know, was that while those bombers were sitting on the flight deck, the carriers fighter protection was below deck not protecting it.

So , overall, it would be stupid to launch a less than fully armed bomber from a carrier

As pointed out above, bombers DO have carrier-basing ability after L4. Are you now arguing that it should be removed?
Probably he wants it to be removed but in the WWII does bombers take off from carriers?
Ask the citizens of Port Darwin when the Japanese carrier fleet sailed by...
