You mean the airstrip? It does, it’s just that level one is faster for all production buildings, that’s it. After that, strip is always faster.

Airfields should take the same time to make as Air Bases
They are practically both the same building, and the air base should probably take longer because it makes planes as well. The airfield is much simpler.
