Is there a minimum rank to join an alliance. I can't seem to find the apply/join button.

The "JOIN" button for (intra-CoW) Alliances is fairly prominent. Click on any Alliance name, in the Alliances, tab and you'll see it on the pop-up.
If you're mistakenly referring to an in-game (only) Coalition, click on an existing coalition flag and you'll get a pop-up with an "Apply" button to click.
If you do not see the option to join an alliance, you may already be in one. You have to go into the alliance tab on the top, and then the setting tab below that, in order to leave the alliance.

lol..nope..that either. Could it be a browser thing? Although I have tried Explorer and Firefox.

Some alliances (especially the ones that play competitively) don't show the JOIN button. That could be because its full, but I'm not exactly sure. The only way to get into these is to contact someone in the alliance and ask them to invite you in via email.
Other alliances show an APPLY button instead of a JOIN button. This means that the alliance leader will look at your profile and decide whether or not to bring you in. It's not a guarantee, but it's still good.

Thank you. This must be the issue. I have seen a couple of "join" or "apply" buttons on a few Alliances. They are few and far between, but it must be the setting of the leader.

It completely slipped my mind: Others are set up as invitation only.
Some alliances do not accept applications, instead they must send invitations out to players.
Alliances can be one of the following application modes:
Open (Players may simply join)
Application must be accepted (Players apply and the Leader or one of the alliance moderators accept)
Invite only (Leader and alliance moderators may send invites to players)
(Please note, alliance moderators are not game staff. It is a position within an alliance that the leader promotes alliance members to)

Something that you could do is use the "Find Alliance" button. Go to the alliance tab on the home screen, and if you're not in one already, there will be two buttons, one for "Find Alliance" and one for "Create Alliance". "Find Alliance" will take you to a page with a bunch of alliances, all of them with the JOIN button. The results are random and different every time, so there should be plenty of selection.
