Artillery Firing on the Move

So I thought that artillery units couldn't fire and move simultaneously. But in a game I'm currently in, ID#4045257, the UK player is able to have his artillery attack me while they move, and I've lost badly because of it. I don't recall this being able to happen, and I certainly know that my own artillery can't do the same thing, so I think he's cheating.

Help anyone?

can you explain more like does he attack with arty then retreat or does he shoot anything when he is moving

For attack then retreat is called shoot n scoot anybody can do it

If he shoots you while he is moving and destroy your unit means he has high commande offensive feature on

i can do this without high commands tho. you just need to stop ur arty when the enemies are in range, after that then move the arty again. hit and run i guess
