Axis Navy vs Allies Navy

I'm playing at historical map with a medium country as a axis doctrine , very close to europe location

I have 3 enemy with allies doctrine one of them USA and he talks about his naval and air superiority , others one of them is south america and other in africa mostly going sp ground units and doesnt seem like interested with navies and planes

So I need your help for my two question

1- I have highest level cruisers and destroyers and USA is hardest country on map , what can I do more against him ? should I produce battleships ?

2- for other two , what can I do against their ground units like ( light tank + sp anti air + sp artillery + tank destroyer ) combos
