It was implemented along with the crates update, I think. I have really been enjoying it.

BB And CV Naming
Stumbled across a very nice feature today, I think it is new. When you are building a new CV or BB, a name of a random province you have captured is inserted as a name (you can still naming it something else though). This is a very nice feature. Nothing else to say, really.
