what does blueprint working?

after I pay for blueprint does it open all the level up for research or all the research job is done?

also why it has 4 or 5 different level of blueprint?

If I found a player is likely to hold 2 accounts and play in the same game, how could I report?

Blueprints come in parts. Those four or five levels you see are the required number necessary to unlock that research level. Once you complete the collection, you may research the final level of that unit. Blueprints carry over from game to game and once unlocked, will always be unlocked in all of your games.
