Capture to Players All Resources

When you invaded a enemy province or capital

You get 1-2k resource and maybe 10-20k money

but player maybe have thousands resource

You cant capture all of them even you invade all of his provinces

it is dead , player lost all provinces , what happened to its all resources ?

why we cant capture all resources ??
