I defeated British Odisha earlier this week and took all of his land, and I also thought I killed all of his troops. Turns out I am wrong as he sent like 30 troops throughout the waters and took Oceana which is my home country. I think that countries should either be punished if they have no more land or they should at least surrender. Idk this might just be me, but it seems like a cuck move to have all of your troops just avoid defending his capital and his land and instead he sent all of his troops to my land.

Leaving your cores undefended is begging to be meme'd - you got played by a bait 'n switch. As Karl observed, it's a legitimate, albeit uncommon strategy.
Word of advice: Accept the loss, learn the lesson, and make sure you've got your bases covered in the future, up to and including naval and land defenders in your home territory.
