The AI does build in your absence, this sort of activity it pretty normal.
Congrats on the nuclear bombers, be sure to upgrade them.

tanks can add up on your oil if you over use them

I've noticed AI becoming pretty fond of rockets, that could be the cause.
Most everything armor takes oil though.

The strange is that AI drove oil to such a mess. Of course, I havent seen what AI does after 48 days, but I havent seen anything similar in 20-30 days.

Most often I see food shortages, but oil shortages for AI are pretty rare.

I usually see stacks of interceptors, not ATOMIC BOMBERS! That's gonna be a deterrent for any who wishes to invade the lands of Algeria. Well, kinda curious that the AI can keep the country running despite the heavy deficit.
