Do you see scout plane as a declaration of war?

Often players hover their interceptor that you get at the start of the game over your area to scout. Do you consider that an attack or a declaration of war? Because i am surprised to see people messaging me asking why i attacked their plane.

I see it as something to be worried about. I message them asking about their plane before I attack, because some players use it as an early warning scout, to prevent attacks.

yes, but I always message them to get there plane out of my area, and if they dont respond or says no, I warn him again, if he still doesn’t respond or says no, I get troops ready and declare war.

I don't bother negotiating. If they're scouting, they're probably a neighbor, so get the AA and park them under the plane, then go on the offensive before they have a chance to get their pants on. You're going to attack them anyway, just do it before they do.

If you say there are no limits in the world, why do you say to keep trying until you get something right? There is no limit of wrong answers, you're wasting your life away for a goal you can never reach.

In the low-level play, it doesn't really matter, but rather not. Players can't really make use of intelligence there and probably were doing it just for the achievement. If you wish to attack them, go on, but I don't think their plane over your territory would be a strong argument for doing so, other aspects are more important.

In competitive play where players are active, scouting is an accepted part of defence and isn't usually responded to with war. You often judge the player's capabilities by their scouting, and can also tell the time they're online that way. If us scouters get mad at each other's courageous scouting, we rush to get a high-level strategic bomber and scout with it, which is a pain in the ass for the other player as you can usually see so much of their backup forces. :D

If you have above 10k manpower, you're not investing properly. A good player never has many resources.
Larger armies destroy enemies faster without taking damage from them.
Build only: 1 military building in each city, airstrips, and recruiting stations to boost manpower.
Minimize research, 2 unit types early, 6 types in late game. Upgrade old units, but: artillery lv1 to lv2 is a waste, only lv1 to lv4 is worth it.

It's not because I see scouting as an act of aggression, but a speck of hope that they're leaving their plane on patrol while they go afk.
