It's been like this for a while. I don't think it's a high priority for developers. It doesn't really effect game play. Those ghost units don't exist. There are too many bugs that I prefer they work to resolve first.

End of game Unkown Armies in my cities
Hi just finished my second game where all units are revealed on the map.
can anyone explain why some of other players units are identifiable (tanks infantry etc), whereas there are lots of “unknown army” units, including some within my cities even though I have units there and city still belongs to me ?
Doesn’t seem to be commandos as some are visible, nor spies as can’t see mine in opposition provinces.
Anyone explain ?

ok thanks for reply. Thought I was maybe missing some particularly stealthy unit.
