Enemy fleet without naval bases.

I'm currently playing a game in a 22 map with the 1.5., and I am fighting aginst Argelia. Me and my allies have encountered a fleet of 7 battleships, 2 cruisers and 4 destroyers from Argelia. My trouble is that Argelia doesn't have any naval base, literally 0, only 2 naval ports, but this last ones doesn't allow any ship building.

At the moment I don't know how he get that fleet, I was thinking that someone else made the ships and give it to him, but if I am correct that feature was deleted long time ago.

Have you already captured a province that contained a naval base that could have been destroyed during the fight?

No.

It isnโ€™t possible to produce naval units without a naval base.

It is not possible to trade units either.

So Algeria has or had a naval base at some point, guaranteed.

he must have had a province with a naval base but then it was captured or destoyed

or at least a spy from someone blew up the naval base

from what I see that is Italy. Maybe when Algeria Attacked Italy, there was a ship building in a damaged naval base(maybe level 1 and a bit of hit points).then, Algeria conquered the province producing the ship before it finished. Then as the province was Algeriaโ€™s when the ship finished building, the ship was his.

Then maybe from my imagination(quite unreliable and wanders off so sorry) Italy attacked the province and destroyed the naval base but then the Ship killed his troops.

that repeated many times, Italy does not only have 1 province u know? And he might have conquered many other places building ships and the cycle happened again. Then he merged all ships
