i suppose it prevents sneak attacks if your range units will attack anyone who gets too close. . . :rolleyes:

Find the one he's not "at war" with and that's his friend. He's spoiling, to a miniscule degree, the morale of everyone else's provincial morale improvement (productivity).

[Edit: and, obviously, he doesn't care about his own]

He is at war with all all 39 other players and 12 AI.
