Expansion Penalty shouldn't be applied to a nation's Core Provinces

I believe that the Expansion Penalty a nation acquires for conquering territory shouldn't affect that nation's core provinces. In real life, the conquered people would have a lower morale, but the nation doing the conquering would not.
