Explain this

I am playing as Libya, lost half of my territory with a war on Egypt, and a inactive player sent me a trade, how is that possible?

My father once said this: “If you don’t know anything, don’t assume you know and don’t say anything you don’t know is true”
I always got annoyed when he said that, but to be honest he’s kinda right if you think about it

If I am not wrong, sending messages don't count as an action. You can be inactive while sending tons of messages, as long as you don't construct buildings/research/produce/move troops.

I've heard this somewhere but I cannot confirm, nor can I remember where I heard it from. That's the only explanation I can come up with.
