Simpler solution:
Do not allow live players to enter a game and take countries that are or have been at war.
Covers both case a) and b).

Feedback wanted: Peace period changes
So, it is feedback time again. 
Currently we have 2 kinds of peace periods. One is that you can't attack anyone, and the other one is that you can attack AI but not human players. The last one has 2 problems:
a) Sometimes war is triggered between 2 human players when one of the human players joins after an AI was already attacked, potentially leading to a bugged situation where the player that joined can't fight back. We made some fixes here lately but there still might be cases where this is possible.
b) human players that join later could get assigned a country that is already half conquered, meaning they already lost after joining (this of course also can occur in normal games)
The proposed change is to make only small AI countries attackable (in most maps there are one or two in the vicinity for everyone) in that game mode and regard big nations during peace period as not attackable because they can be potentially joined by human players. This would solve problems a) and b). Would you like that change or not?

Bump.
I think it's ridiculous that someone creates a game, 22 player, and when it starts, immediately starts attacking Human capable countries that are of course AI at the beginning before other humans have the chance to join the game.
That is a cheat and not in the spirit of the peace period.
I'm in that situation at the moment. It's a team game. My teammate and I have sat back and waited out the 3 days to attack any country that is capable to be occupied by a Human. We have taken down the AI only countries near us.
While the creator of the game and his teammate have blatantly attacked potential Human countries from the get go. This is a planned cheat where the creator and a co-conspirator join, one as Canada and the other as Southern United States, and hope no other human joins Northern US at the start. Then they gobble it up, under the demise that it is AI. That's total garbage!!! I've never seen a bigger cheat in CoW. It makes my stomach turn!!!
I loath cheaters and dis-honest players!!!
Something needs to be done about this, like I said, it's a blatant cheat!!!
