I agree with this. Cancelling a war doesn’t mean tensions go back to neutral. If Russia declared a special military operation in Georgia now, but then said ‘whoops guys my bad’ 2 months later, Russia and Georgia wouldn’t go back to the relations they had before at all. The opposite in fact. I would say Claudio has done all the tensions between Australia and Japan necessary.

That was Japan’s tensions, not Australias. I don’t recall us even allowing others to use tensions against them and declare war. If someone gets to 3 days of tensions you can declare war on them even if you are not attacking? Georgia wouldn’t go back to neutral, but they wouldn’t invade Russia either. Australia would have to start their own tensions to go on the offensive at that point.
