They have stealth in cities and forest, only a few units can see them there.

Furtive armies
One of my provinces has been captured by 3 anti-tank canons from a human member as I didn't see coming. How is possible?

If I can't level up, can I see them?

You can see them with ACs same level or higher. I think that’s the only unit that can sniff out stealth land units. I’m not a pro, so others please chime in if there are other ways to find stealth ground units like militia, anti-tank and commandos.

Mmotorized infantry and interceptors can also see land stealth units of same level or lower.
At sea, submarines can be spotted by destroyers or naval bombers.
