Game where admin culls inactives

Early in they would aggressively enforce a short inactivity period. Later in the time would be longer. The could post on the newspaper asking for players to report inactives.

Coalition leaders can kick members by sending message to admin. A coalitions can only by left with permission of leader. If they leave without permission, leader sends message to admin and he is kicked.

If one was playing the game he was adminning, and only had one game open, it wouldn't be too much.
