You mean as an alliance game?

Yes and as a game for the public I mean, just are we able to make one in general as I have alliance members that really want to conquer the world and Europe, America, Asia, Antarctica and Africa alone are not the world but only parts of it. If we were able to create an alliance game or any other game as a world at war map that would be very fun.

Currently because of server capacity players can not make maps besides Europa road to war, Europa battle between nation and 1939 blitzkrieg. When or if this will be expanded to 50 or 100 player maps i can't say.

To start a map in your alliance. Simply go to alliance tab, click alliance games and then select 1 of 3 versions availeble.

I know how to make alliance games I'm just saying I wish they would add world at war or historic world war to the alliance game modes.

But is it possible to fill out most of the spots? The most you can fill our is 40 people and I doubt that you can reach that number, and having most of the provinces AI will not be fun.
