Gold spend ambiguity

Gaming issue:

The problem will be that when selected units are embarking on expedition, units wiull not upgrade whilst on embarkation, that is fair enough. However it is that gold is spent for this and the command is not received.

This I believe is certainly a bug or an error that will need fixing.
