Put them in the centre of a province (the grey dot) and build an airstrip/Airbase

My planes are caught in convoy and I can't get them out.

Its in an urban area with air factory, for some reason landed to refuel and then went to convoy. Keeps saying I need airbase to start. The base is sitting right there.

Wonder if I should have started new thread for this, oh well here goes. I'm seeing troops whose banners are red. While I know that can't be good, I would really like to know what that means.
