Actually that's only one hint. Also, it usually doesn't work 15m ahead of time except in extremely difficult terrain, but only 3-8m ahead of time. It is actually about distance and not about "time left", so it depends on the speed of your unit in the given terrain.

Please keep in mind that some of these will only work if you can fool human gamers or maintain excellent relationships with them. Some of these methods have disadvantages, yet they are really useful.
one useful tip: province seize early on
This is a simple task. If you are less than 15 minutes away from taking an enemy-free province, cancel the order and attack the province again. You will receive it ahead of schedule, saving you some time. Although 15 minutes isn't much, it is still beneficial.

Anyways I'll add another hint: When declaring war on an AI (assuming you have share map with them to reduce effect on popularity) NEVER skip steps in diplomacy. For example, if you plan to invade Latvia, ~36 hours before you attack (doesn't need to be exact), change relation to ROW. In another 6 hours, change to peace. Another 6 hours, trade embargo. And finally try and have a 24 hour delay before you declare war. ALWAYS declare war, if you surprise attack, you get a -25% popularity penalty.
I swear this is all one hint, even tho it looks like 5 
I believe it only works if you're in max melee units' range (or lesser), 5km iirc, about the length of the movement arrowhead.
