In 1939 map, India has 8 cities while Brazil has 13?
Doesn't it seem a bit unbalanced that India has only 8 cities while Brazil has 13? Maybe it's just that Brazil is overpowered, considering they have more cities than even Germany. Am I the only one who finds this odd?
