Yes, both players can win. One higher than the other of course. Up to three can collect gold rewards.

In game allies
If im allied with someone(Shared map and right of way) will it let both players win at the end?

As Dubbs stated, three players may retire together to share victory, also, given one player meets the VP conditions to win, the rest will all still get gold payout based on the map and VP they hold at endgame.
