i have been thinking on what is the most "optimal" industry level as in how much it is worth upgrading them to to get the best production at the best cost and wanted to start a small discussion about it

The expected duration of the game, and my relative need of one resource over another, are the deciding factors for me.
Sometimes a city doesn't get any industry. Sometimes it goes up to 5. There is no simple, cookie cutter answer.

Nostly depending on your unit preference and resources. But I stick with recruitment offices in the cities and local industries.

I think BMFox already made a video on that. It's local industries and industries both to level 3 at the best but I really suggest just focusing on industries.
I suggest Bytro to IMMEDIATELY WITHDRAW FROM STILLFRONT'S SPHERE OF INFLUENCE as I have realized the profit driven "updates" came just before Stillfront's logo got added.
Although the following might not be completely true, but I can see many signs of it. I urge Bytro to wake up and see for itself what it has done and bring back the good old days(including removing war bonds). The veteran community will give you more support that way.

yea i usually max local industries but what i have been wondering about is the city ones
