You can put in the suggestion area. But if you combine your province, the province victory points will change and it would not be geographically accurate. Although this idea is really thoughtful, do you actually want to combine core and non core province. I you want to, then it is like changing core province to non core province.SuperJake wrote:

The idea of non core provinces is that the ethnic people within the province are unhappy to be working for a foreign nation
