I will use it when it is late game (resources doesn't mean much) and my capital is too far away from my cores. It will be worth when forts are not enough to keep the morale high enough.

How many people think they will use Infrastructure for morale in provs without resources?

Not bloody likely unless its a province that I use alot to transit troops from the ICs they are built in to the front lines
