for 1.0 I always try to find oil and rare

for 1.5 my goods always running out I have a lot of oil and I cant spend them even noone wants to buy oil LoL

which resources do you have problem with 1.5 ?

I had good shortages at the start of the game but now just Manpower. Just build industries in your provinces that produce goods.
