I could see that, especially if you were the attacker in both. Add in the x factor. You didn't say what kind of terrain you were on but militia do get the 75% in the hills.

level 1 light tank is so weak
my one lvl1 light tank vs one lvl 1 enemy militia, on my core province. After 3 hours, my tank has 70% life and enemy's militia 40% life.
my one lvl 1 light tank vs one lvl 1 enemy infantry, on my core province. After 2 hours, both disappeared.

Yes, my tank meets enemy's militia in forest so the militia has +75% plus. I wonder why planes have no strength limit in any terrain.

this happens a lot to me. So I always send infantry and AA-guns with my light tanks.
