Anyone else having trouble with artillery? I have a stack of level 2 artillery that’s been hammering an aircraft convoy for 45 minutes with no effect on them. Maybe I’m missing something?

Level 2 artillery ineffective
Ok, finally after an hour, I managed to make a dent. Strange.
