You are likely using goods-heavy troops such as light tanks and infantry.
Low Finished Goods Production
In two games, separated by a number of games, I've noticed low finished goods production. My rare materials rate of production is almost 2x my finished goods.
I did some simple math without understanding any formulas. If I had 100% morale I counted 100% of the daily production number. If I had 25% I only counted 25% of the number. My industry level in the example below for the core cities is identical at level 2.
I had two core cities at 100% and two other cities at 25%. The finished goods came to 7,300 a day while the rare goods was at 8,000. There may also be an extra province of rare goods that I did not count. Still I have production rates of close to 250 vs. 499. What can be going on?
The last time this occured I suspected spies and was playing a guy who literally employed 100 spies. Currently it is day two or three in this game and if someone is using that enough spies to effectively target finished goods production this early, then that's interesting.
Please comment on what you think is happening and if it is spies can you talk through whether or not that is a well used strategy of top players. Thanks.

I think you didn’t use any special troops so your daily cost for rare materials is low and goods is something the army needs, so u have a higher daily cost for goods
