Stalin would (most of the time) leave you alone if you bowed to him. At least you could hide from most of his insanity, unless you were a higher ranking official or in the army. Of course there are exceptions like Holodomor, but for the most part Stalin wanted compliance, not death. It’s just that he was willing to cause endless suffering to get his way.

If Hitler didn’t like you, they will invade your country, look for you, find you, send you to hell, and kill you. His plan was the complete massacre of a huge portion of the worlds population.

Basically, if you do what he wants, one guy will (probably… possibly) not kill you. If you are a certain way, other guy WILL kill you.
