Of course that’s looking from the average person in that time’s perspective. Hitler was fanatical and thought what he was doing was right for the most part. Stalin may have known some of his murders were wrong, and did them anyway.
Hitler also allowed his tiny favored minority to prosper, using plundered resources to bolster them. Apart from the elite, all Soviets suffered from Stalin.
I think comparing these two is a sort of fool’s errand. They were both evil maniacs who were arguably the worst people in human history. It’s hard to call one more evil than the other.
But if you twisted my hand, I’d say as a person hitler was a bit better, but actions wise he was worse than Stalin. The actions trump the person.
