Japanese and Italian tanks were made in countries with weak industries to fight nations with little armor. They usually did those jobs well enough. Of course when they are sent against actual tanks they stand no chance, but they were not made for that.

France was smart enough to know that their tank was garbage, and quickly stopped using it. Sure enough it was obliterated by the Germans. Disappointment.
