Navies

If an active player loses all their provinces, their navy and/or other units continue to exist as long as they stay active. To stay active they would need to give a movement or build order.

An AI's forces disappear. I don't recall whether they continue to exist for a limited time or disappear immediately. I seem to recall that they continued to exist for a limited time.
