Pirate tactic for fallen countries

I will demonstrate here a new tactic (I think so) called the "Pirate tactic"

First, for preparation, build a carrier strike group that consists of the following units (the composition can be changed if you like or according to the situation):

1. a submarine (for stealth scout, replaceable with nav bomber)
2. 2x Aircraft Carrier (level 2-3 at least, level 1 sucks, even for pan-asian buff), carrying nav bombers and tac bombers
3. 2-3x Battleships, also level 2-3 (for long-range protection)
4. 2x Cruisers, level 3-4 (for aerial protection and intermediate-range gunfight)
5. 3x Destroyers, level 3-4 upward, protection against enemy submarines

• Have another small convoy (3-4 transporters) that go with the carrier strike group. I will explain why later. The whole meaning of the "Pirate tactic" is to harass and annoy your enemy.
• You would drive this carrier strike group to the high seas after your nation has (presumably) near-fallen. You drive this to the high seas
• After some time you carefully drive the group to the littoral enemy waters. You park your group about 500 km from the enemy coast.
• Let the tactical bombers do the work, bombing coastal enemy cities.
• To enable an effective bombardment, you use the submarine or nav bombers to stealthy scout their coast first.
• If they have little to no naval or aerial defenses, proceed with the plan.
• After you have done three or four bombardments, stop the bombardment as your planes could be shot down and run away to the middle of the ocean.
• Even if they have nav bombers, patrolling such huge areas of the seas requires enormous amounts of naval bombers, which is not a thing that normal players build. If they send out a flotilla to hunt you down, you would still be far from them, and they would not be able to pinpoint your location.
• Even so, when you stop somewhere in the ocean, immediately let the nav bombers patrol around your fleet to avoid wolfpacked with subs or unluckily spotted by an enemy task force.
• Finally, repeat the same on other coastal enemy cities.
The next phase of the plan involves using the transporter convoy. The convoy should have at least two to three full stacks (10 units each). With the assistance of your carrier strike group, use it to occupy a small country or the coastal area of your enemy. Finally, you have somewhere to put your foot down.

If you have any comments, feel free!

Just my opinion but if you have all those units how did you lose your county.

Also, yes, you can rebuild in another county but, you will be building and producing at non core province rates. AKA slow and slower.

1. You no have to worry about non-core-building rate. If you occupy an enemy city, even if the enemy tried to regain the lost city, you got CAS backed up. And that's why I recommend packing some artillery into the transporter convoy besides mot, LTs and meds.
2. This tactic serves only as an example of a last-resort tactic. The basic idea's building a reserve fleet for this tactic as well as a convoy for carrying the land-based units.
3. Even if you have such force, losing your country is still possible, especially in the case of being backstabbed (which I experienced) or only because the enemy's too strong.

Sorry man I’m just not seeing it.
