Try joining games that have the "start when full" option activated. In my experience, a higher percentage of players remain active in those games.

Play only for serious players.
Too often I see that after some days there are only a few players left.
Can we have some games where access is only available to people who have last for at least three weeks?

Players League in the community section will also be a highly active group. Only 1 PL game each month though, and they are no gold games.

As Peter said, the Player's League games are always full. Outside of that, try alliance matches.
Free Time looks good on me
