What level rockets do you have?

Please Help With My Rockets!
So, I was planning to attack an ally. He has built all of this in Cleveland. I need to know how many max level rockets it will take to cripple the province to it can't produce any more.
Please help!
Edit: Also, do you think one nuclear rocket could cripple it?

There is no way to calculate that as the damage functions aren't static in nature. I have found that usually 4-5 lvl 4 rockets are capable of knocking a fortification down 1 lvl though. The rest of the buildings sort of become butter after the forts are destroyed.
