New tutorial players receive a bonus of +50% on resource production in the first week (only happens in the 22 player Europe map as that is the tutorial map).

Production rates
I'm in a game where I have built level 2 or 3 Industry in each of my five Urban Centers. I am sharing a map with another player who has not invested in any industry and his production rates are all higher than mine. Is this a handicap allowance for lesser experience? If so, how can I find out what benefits newcomers get in a game?

Thank you. It's hard to kep up with all the rules in all the scenarios. I think this is fine, but I also need to know what I'm up against. I thought all they got was a medium tank? Should I know where to go to find out this stuff without bugging you?
